The Housing Development Alliance (HDA) has served Appalachian Eastern Kentucky families for over 30 years. As a nonprofit affordable housing developer, we’ve built nearly 400 new homes, made over 1,050 home repairs/rehabilitations, and developed 40 rental units for low-income mountain families. Our work is made possible by the generosity of funders, donors, supporters, and volunteers.  

People in the hills of Eastern Kentucky are raised to look out for each other and do all we can to help others. Our programs and services are provided not as a handout, but as a hand up to hard-working mountain people determined to give themselves and their families a better life.

Our Service Area

The Housing Development Alliance (HDA) serves Breathitt, Knott, Leslie, and Perry counties in Appalachian Eastern Kentucky. Residents of surrounding counties may reach out to us about our Homeownership Program, but we can only build homes in the counties we serve.

What Kind of Housing Help Do You Need?

Our programs primarily serve low-income and very-low-income people in Appalachian Eastern Kentucky. As a nonprofit, we want to improve our community and the lives of Eastern Kentuckians through affordable housing – building affordable new homes, completing affordable home repairs, and developing affordable rentals. Following the flood disasters of 2022 and 2025, we also offer special programs for flood survivors to help them access our services for affordable new home construction and home rehabilitation/repairs.

HDA builds new homes for qualifying low-income families in our income-based Homeownership Program. Our homes are affordable, high-quality, long-lasting, and energy efficient.

HDA provides affordable open market and Section 8 rentals for low-income individuals & families. These rental units include single family homes and 1-BR & 2-BR apartments, as well as Single Occupancy Apartments for homeless individuals.

Clients who qualify for our Homeownership Program receive Housing Counseling as a free service. Our Housing Counselor educates and coaches families on home maintenance, budgeting, debt management, and more as they prepare to become homeowners. HDA’s affiliate CDFI (Community Development Financial Institution) plays an important role in generating economic growth and opportunity in our area. Redbud’s goal is to provide access to financial products and services – like low-interest loans and credit counseling & recovery – for local residents in an effort to reduce the number of people who fall victim to predatory loans. Houses built by our Hope Building Program are sold on the open market. We build much fewer of these houses in a year than we do our income-based houses, but when a middle-income home is being built or is up for sale, we advertise it widely.
